Development of a New Cruise Terminal at Kai Tak

The Government of the Hong Kong Special Administrative Region ("Government") announced in October 2006 its plan for the development of a new cruise terminal at Kai Tak through an open land tender. The Government intends to invite tender in the 4th quarter of 2007 immediately after the completion of the necessary town planning procedures under the Town Planning Ordinance.

picMarket Engagement 

The Tourism Commission (TC) has uploaded an Explanatory Note (First Edition) onto its website since 10 April 2007 for market comments. The Explanatory Note has served as a basis for TC to engage the cruise market, travel industry, relevant trade bodies and professional organizations, This phase of market engagement has been completed. We have prepared a Summary of Market Feedback and Administration's Response .

Based on market feedback from the relevant stakeholders, latest advice from cruise experts and engineering experts, we have prepared a Revised Explanatory Note (Second Edition) on the proposed development parameters for the new cruise terminal at Kai Tak.


Addendum to the Revised Explanatory Note (Second Edition)

In the Revised Explanatory Note (Second Edition) (paragraph 65(a)), we mentioned that we intend to require the bidders to propose service pledges on a number of deliverables on operation and management of the new cruise terminal. Further information is set out in an Addendum to the Revised Explanatory Note (Second Edition).

Market Engagement Update on the Proposed Framework for a Service Agreement

To facilitate the monitoring of the services of the new cruise terminal, we set out in the August proposal the Government's intention to require the successful bidder to enter into a Service Agreement with the Government in respect of his performance pledges for the operation and management of the new cruise terminal. For this purpose, we have prepared a proposed framework of the Service Agreement. The Service Agreement will be co-terminous with the land lease.

Reference Design

In the Revised Explanatory Note (Second Edition) (paragraph 31), we mentioned that technical information on a reference design on the site formation and marine works ("Reference Design") adopted for the purposes of completing the Foreshore and Sea-bed (Reclamations) Ordinance and Environmental Impact Assessment Ordinance procedures and formulation of the technical requirements will be made available for inspection by interested parties upon invitation for tender. We also mentioned that we intended to upload the Reference Design before the issue of tender in order to facilitate potential bidders to prepare for their submissions early. The Reference Design is now uploaded and will continue to be available for inspection upon the issuance of the invitation of tender.
