The Proposed Leasing Arrangements state the current intention of the Government in relation to the leasing of terminal operation and ancillary facilities and are for seeking ideas and suggestions only. The Proposed Leasing Arrangements do not constitute any commitment by the Government to any particular party in respect of any ideas or proposals which may be submitted. No contract or any agreement whatsoever is contemplated by the Proposed Leasing Arrangements, nor is there any intention by the Government to create binding legal relation, or legal obligation of any kind whatsoever arising from, or in connection with the Proposed Leasing Arrangements.
The Government's current intention set forth in the Proposed Leasing Arrangements may be changed or modified in the future. The Government is not obliged to proceed with the development of the New Cruise Terminal at Kai Tak beyond this market engagement stage. The Proposed Leasing Arrangements are not intended to provide the basis of any investment decision. Nothing in the Proposed Leasing Arrangements should be relied on as a representation, statement or warranty as to the intentions, policy or action in future of the Government, its officers or agents.
