On 9 November 2007, the Government gazetted an invitation for tender for the development of cruise terminal facilities and buildings at the New Kowloon Inland Lot No. 6488 at the former Kai Tak Runway, Kowloon for a term of fifty years.

The open tender was closed at 12 noon on Friday, 7 March 2008 .
